In January2010, INBOWorldGeneral Assembly inDakar had alreadygiven the alert
to the risk that
”freshwater would be one of the first victims of climate
change”,
had proposed emergencymeasures to be taken urgently and insisted on
the need to increase upstream-downstream solidarity in the basins of all the rivers,
lakes and aquifers of theworld to face the numerous current challenges.
UNECE and INBO arecoordinating aplatform for pilot basins to test andpromote the
most effectivemeasures to adapt to theclimatechange impactsonwater resources,
including, alongside usual infrastructure, the ”Natural Water RetentionMeasures”,
inventoried with the support of the European Commission, and in a more general
way the use of ”green engineering” and the control of thewater demand.
In 2015, thiswork led to the joint publication, by theUnitedNations and INBO, of a
compendium of good practices and recommendations for quick action.
At the COP21 in Paris, 359 Organizations from the entireworld signed the
”Paris Pact” and committed themselves to take immediately applicable
and ”no regret”measures for water and adaptation in the basins.
INBO World General Assembly in Merida in June 2016 mobilized the Basin
Agencies of thewholeworld for adaptation to the climate.
The resultsof the first pilot projectswerepresentedduring
theOfficialWaterDay,
co-facilitatedby INBOat theCOP22 inMarrakech,
where the four Alliances for
Basins, Megacities, Business and Desalinization constituted among them
the
”Global Alliances for Water and Climate”,
to join their efforts for adaptation,
mobilize all field partners and pool the technical knowledge needed.
The Alliances
are already gettingmobilized to support new projects and promote
their results, especially at the
”EUROPE-INBO 2017”
Conference in Dublin in
September, the
”Water and Climate”
Conference in Rome in October,
the next
COP23 in Bonn
inNovember 2017 and at
theWorldWater Forum
of Brasilia in
March 2018.
It is time tomove fromwords to action.
We have themeans to succeed together!
