Final resolutions

Dear Friends,

The implementation of the European Water Framework Directive by the river basin organizations or authorities, either existing or being created, is now in a real and active phase for all the Member States of the enlarged European Union and the candidate Countries of Central and Eastern Europe or the Countries of the Euro-Mediterranean region that are interested in this approach.

Many questions indeed arise:

è Is there a risk of failing to meet the objectives of the Framework Directive and what are the consequences?

è What is a program of measures and what are the links with the basin management plan?

è What are the relations between these new management plans and the current planning tools?

è How to inform and consult the general public and involve the interested parties?

è What are the tools and models that could be needed for the implementation of the Directive? What are those already existing and those that are still to be developed?

These are very precise questions that all concerned organizations ask themselves.

This is why, that, on the occasion of the General Assembly of MEMBO, the Regional Network of INBO for the Mediterranean, the Spanish Authorities and the Jucar Hydrographic Confederation, that take care of its Permanent Technical Secretarial, invite us to an " International Seminar on Planning and the European Water Framework Directive " that will take place:

IN Valencia (SPAIN)

This is an exceptional occasion to report progress in the field implementation of the Framework Directive, especially on the practical issues facing the Basin Organizations that will have to implement it, and to define the problems encountered and exchange experiences.

Due to the significance of the stakes and the task to be carried out, many Basin Organizations, INBO members or observers, have expressed the idea of regular meetings among them and with the national or European Authorities concerned for exchanging their experiences, inside a new European network of INBO, whose creation could be discussed in Valencia.

This seminar is therefore of strategic significance and I hope that you can get mobilized for active participation and that you will be able to come and present your experience and ask questions.
