Objet: TwinBasin - 2nd Call Decision Making

Chers Collègues, members of Twinbasin Steering Committee,

 

 

In the framework of TwinBasin "Second Call for Proposals for TwinBasin", I wish to inform you that Mobility Committee gathered on August 23rd in order to assess received requests.

 

Nine (9) eligible proposals were received. They were assessed according to our Guidelines : mainly the definition of mission objectives, the relevancy of the exchange towards IWRM implementation and improvement.

Mobility Committee wishes to underline that strong selection has been made : many improvements have been required from proponents throughout last weeks and various requests were not ready enough to be officially proposed to the project within the deadline.

 

Mobility Committee proposes to support the requests submitted by following Basin Organisations:

 

*        2005 C2 T6 : Black Sea River Directorate (Bulgaria) and Dobrogea Littoral Water Directorate (Romania) ; Main Topics : IWRM, Integrated Costal Zone Management.

 

*        2005 C2 T7 :  Organisme pour la Mise en Valeur du Fleuve Sénégal (OMVS – 3 countries – Headquarters in Senegal) and Niger Basin Authority (9 countries – Headquarters in Niger) ; Main Topics : operation & management of hydraulic structures ; OMVS Observatory study.

 

*        2005 C2 T8 : Comité de Valorisation et de Concertation du Bassin Versant de la Rivière Richelieu  (COVABAR - Québec) and Etablissement Public Territorial de Bassin de la Charente (France) ; Main Topics : Flood prevention, Hydrobiology themes, Basin valorisation by ecotourism.

 

*        2005 C2 T9 : Segura River Basin Authority (Spain) and Crete River Basin Authority (Greece) ; Main Topics : Water Framework Directive (WFD), Flood prevention and measuring networks.

 

*        2005 C2 T10 : Agence de l’Eau Rhône Méditerranée & Corse (France) and Agence de Bassin Hydraulique du Tensift (Maroc) ; Main Topics : Moroccan Basin Organisation development strategy, conception of an Information System about water resource and financial charges, user involvement.

 

*        2005 C2 T11 : Ebro River Basin Authority (Spain) and Agence de Bassin Hydraulique de Moulouya (Maroc) ; Main Topics : WFD, GIS-Spatial Data Infrastructure and measuring networks.

 

*        2005 C2 T12 : Motueka Integrated Catchment Management Program (New Zealand) and Spey Fishery Board (Scotland) ; Main Topics : IWRM, integrated catchment’s management.

 

 

*        2005 C2 T13 : Agence de l’Eau Rhône Méditerranée & Corse (France) and Agence de Bassin Hydraulique du Souss Massa (Maroc) ; Main Topics : Water charge management, user involvement.

 

*        2005 C2 T14 : Agence de l’eau Artois Picardie (France) and Banat River Basin Authority (Romania) ; Main Topics : WFD, user involvement.

Each member of SC (one person per institution - as the official representative for TwinBasin project) has received Personal Log in (if not, please contact us).

 

 

Two (2) other proposals were considered non-eligible:

 

*        SIC ICWC (Uzbekistan), Institut fur Bodenkunde und Standortslehre (Germany) Direction Générale de l’Hydraulique (Bénin) and Centre de Recherches Agricoles d’Agonkanmey (Bénin) ; Non-eligibility reasons: most of four involved structures can not be assimilated to Basin Organisations. There is no Twinning Agreement. Main topics to be tackled with were not clearly linked to IWRM and missions were not sufficiently respectful of Project guidelines (duration, objectives,…).

 

*        Lake Chad Basin Commission (Chad) and ABN (Niger) ; Non-eligibility reasons: There is no twinning agreement. The topic of the exchange program isn’t dedicated to TWINBASIN objectives : indeed, the aim of the proposed mission is the realisation of a meeting which implies a cooperation agreement signature.

 

 

DECISION PROPOSAL:

Mobility Committee proposes to accept these 9 eligible proposals, as they respond to main project requirements.

This Second Call would imply 48 000 Euros expenses, about 15 % of Mobility budget.

Steering Committee Members are required to give their opinion / approval before September 10th 2005.
