Dear Friends,

We will thus meet again in a month in Namur in the Walloon Region, on the occasion of:

The second international meeting

on the implementation

of the European Water Framework Directive   « EURO INBO 2005 »

On 29, 30 September and 1 st October 2005

IN NAMUR - WALLOON REGION - BELGIUM

At the NOVOTEL - WEPION Hotel

Representatives from 27 Countries are already registered to participate in this open meeting, firstly aiming at exchanging, actively and informally, real field experiences on the implementation of the Framework Directive.

Several Secretaries of State and Water Directors will participate in the meeting, that will also be honored by the presence of His Excellency, Mr. Benoît LUTGEN, Minister for Agriculture, Rural Areas and the Environment of the Walloon Region, and also of many people in charge of Basin Organizations of the Member or Candidate Countries of the European Union, Eastern Europe and Balkans and even of the Mediterranean, Africa or North America, also interested.

Our meeting fits in the European cycle of the preparation of the 4 th World Water Forum of MEXICO CITY in March 2006;

I remind you that it will be organized around two broad main and current working topics:

  • Consultation of the « general public » for the implementation of the Framework Directive: the participation of the populations in the definition of water policy, responsibilities of the local elected officials and of the professional and association representatives, the « basin committees », etc.

    This topic should widely open the work of our assembly to your partners, elected officials, professional and association representatives, working in the field, who are cordially invited.

    The main issues dealt with could be:·

    • the contents and form of the consultation documents,
    • processes for public consultation and methods used,
    • the necessary budgets,
    • first answers received, examination and use, etc.

  • The transboundary rivers and International River Basin Districts (IRBD).

    The main issues dealt with could be:·

    • results of the IRBD characterization,
    • respective roles of the International Commissions, of their Secretariats and Member States, cases of the Federal Countries,
    • preparation of the « Management Plans », processes, timetable, etc.,
    • reporting and data exchange between riparian Countries,
    • prevention of floods and droughts, etc.

Moreover, a general round table will be organized on Friday afternoon to deal with other practical issues related to the WFD implementation, such as, for example, the necessary economic studies, the taking into account of the hydropower installations and of waterways navigation, agricultural practices, reporting and the « WISE » system, etc.

There will be simultaneous translation into English and French.

Registration to the EURO-INBO meeting is free of charge.

Our work will obviously be in the continuity of the recommendations and decisions made by the Committee of the European Union’s Water Directors and by the Strategic Coordination Group led by the Commission and in which INBO has just been accepted..

The meeting will also allow the planning of the European Basin Organizations’ participation in the 4 th Water Forum of MEXICO CITY, on the topic of integrated water resources management, and obviously on the Water Framework Directive implementation in the fields which concern them.

An official dinner, to which you are invited of course, is planned on Thursday 29 September in the evening, under the presidency (to be confirmed) of his Royal Highness Prince Laurent of Belgium.

Saturday 1 st October will be devoted to technical visits in the Namur region, especially the visit of the Han caves of the Lesse valley, tributary of the Maas ( www.grotte-de-han.be ).

I remind to those who would wish to present a paper during the workshops that it would be useful that I receive their paper with a PowerPoint on inbo@wanadoo.fr, as soon as possible, if not already done so.

The interested late comers can still be welcomed to participate in our meeting, provided that they return the registration form by Fax or E-Mail, before                           12 September at the latest.

They must also send directly to the hotel of their choice the booking form that can be downloaded from the website: www.inbo-news.orgwhere any useful information is continuously available.

I remind to the concerned organizations that the meeting itself will be preceded, on Wednesday 28 September 2005 , by the Liaison Bureau of the Central and Eastern European Network of BasinOrganizations (CEENBO), by the Management Committee of the Mediterranean Network ofBasin Organizations (MENBO) and by an exceptional meeting of INBO World Liaison Bureau, held concurrently.
