Dear Madam, Dear Sir, Dear Friends,

I hereby confirm that the first international meeting, organized by the " Group of European Basin Organizations for the Implementation of the Water Framework Directive ", will take place, with the support of the Polish Authorities:

on the 27, 28 and 29 September 2004

in KRAKOW - POLAND

at the NOVOTEL BRONOWICE KRAKOW

I send you herewith a general orientation note on the objectives of this " EURO INBO " initiative and the draft work program:

Our meeting will include five working topics:

• inventories, pressures and impacts,
• the economic analysis,
• " good ecological status " and " water masses with risk ",
• transboundary basins,
• flood prevention and control.

There will be simultaneous translation in English, French and Polish.

Registration to the EURO-INBO meeting is free of charges

Our work is in the continuity of the recommendations and decisions of the Committee of the Water Directors of the European Union and of the Strategic Coordination Group led by the Commission;

The implementation of the Water Framework Directive is indeed entering an active and operational phase, which directly involves the existing Basin Organizations or the " Authorities " being created, that will be facing many operational problems in its field implementation.

The aim of INBO is to enable the Basin Organizations to regularly and informally meet in order to exchange their practical experiences.

The meeting is open to INBO member organizations and observers, and also to the water administrations and organizations, interested in the implementation of the Framework Directive, of the member and candidates countries of the European Union and of the countries of Central Europe and of the Mediterranean region, in particular.

Wednesday 29 September will be devoted to technical visits in the Krakow region.

The " EURO INBO " meeting itself will be preceded, on Sunday 26 September 2004, by the General Assembly of the Regional Network of Eastern and Central European Basin Organizations (CEENBO), by the Management Committee of the Mediterranean Network of Basin Organizations (MENBO) and an exceptional meeting of INBO International Liaison Bureau held concurrently.

I would advise you to arrive in Krakow (airport or railway station) on Saturday 25 September in the evening, if your personal agenda allows it, and to leave on Thursday 30 September in the morning, group room booking being possible at discount price at the hotel NOVOTEL BRONOWICE KRAKOW where the meeting will be held.

Our Polish hosts take charge of all local travels in the Krakow region together with lunches and dinners from Monday noon to Wednesday evening included.
