WORLD BANK (WB) study on decentralized water management at the level of river basins

Dear Friends,

During the last meeting of the Liaison Bureau in the Martinique we insisted again on the interest of the survey that INBO is carrying out within the WORLD BANK (WB) study on decentralized water management at the level of river basins.

This study is obviously strategic for the World Bank to take account of the approaches that INBO recommends (Declaration of Quebec, Ten commandments of Kyoto) in its policy for supporting water-related projects.

In addition, this survey is part of INBO/WB partnership that strengthens the representativeness of our network and will also enable our members to have access to the complete results of the study with all the interest that we could draw from it for disseminating the best practices.

Many members already got themselves mobilized and about 60 questionnaires, more or less complete, have been collected.

But this good return rate is insufficient for implementing the statistical study planned by the World Bank. A sample of 90-100 questionnaires is needed, (i.e. 30 to 40 more questionnaires), and this at least means that all the basin organizations of the countries represented in the Liaison Bureau are concerned.

Please find herewith the introduction letter that Ariel DINAR and Karin KEMPER from the World Bank have sent us for your attention, following the International Conference of Basin Organizations, held in November 2002 in Madrid.

You will also find attached the list of the questionnaires already received and therefore you will immediately see if yours is filled up and which organizations of your country have not answered yet!!.

Some of you have argued that the attached questionnaire was too complicated, but it is simple to tick a N/A box (non applicable) or to give the name and address of the national or local organizations in charge of such or such responsibilities that do not belong to your basin organization.

Therefore a last effort is needed and I rely on you to return the questionnaire at the end of November at the latest, before our next Liaison Bureau meeting in TIPAZA (Algeria).
