INBO COMMITTEE OF EXPERTS'

Dear Friends,

During its last meeting in the Martinique, the Liaison Bureau decided to create an International Committee of Experts, on which our Network could rely to obtain useful advice for the implementation of IWRM, the carrying out of studies, surveys or syntheses and training or information programs.

Our Canadian colleagues, HYDRO QUEBEC, the International Joint Commission (USA/CN) and the Ministry of the Environment of Quebec, proposed to organize the first meeting of this Committee at the end of February 2004, probably in Montreal.

Committees of Experts had already been planned for in the CEENBO, ANBO and MENBO statutes with the same provisions as those proposed by the Liaison Bureau for INBO itself. These are herewith attached.

Some first " experts " should be designated in a first step. The list of these experts could be examined during the next Liaison Bureau meeting in TIPAZA (Algeria) from 12 to 14 December.

I would be pleased to receive your nomination proposals - using the attached form to be returned to the Permanent Technical Secretariat on 30 November at the latest, by Fax : + 33.1.40.08.01.45 or by E-mail : inbo@wanadoo.fr - regarding personalities having confirmed and nationally or internationally known competencies in the various scientific, economic, legal or sociological fields, useful for better Integrated Water Resource Management at the River Basin level.

For obvious logistical reasons, these people should belong to expert centers with significant operational teams and means.

The Bureau could also involve representatives of international expert centers working in our field (UNESCO, JRC, ECLAC, etc.) in the Committee of Experts.

Clause - THE COMMITTEE OF EXPERTS -

On proposal of the Member Organizations and Observers, the Bureau designates, for a 4-year period, known and qualified personalities for them to participate in the Committee of Experts or in its specialized groups.

The President of the Network, or the Bureau Member he has designated, chairs this Committee of Experts and sets its work program. The Permanent Technical Secretary is in charge of its secretariat.

Any Member Organization or Observer may request the Bureau to consult the Committee of Experts on issues related to integrated water resource management at the level of River Basins.

The Bureau may designate a member of the Committee of Experts to become in charge of a project, study, research or training organized by INBO, especially regarding the basin organization typologies and the identification of the best practices to be developed.

The Bureau may request the Committee to organize seminars, symposiums, conferences on river basin management.

The Committee of Experts develops privileged relations with counterpart Committees of INBO Regional Networks, in order to favor the participation of the Network in multilateral cooperation programs. It reports to the Bureau.
