IMPLEMENTATION OF INBO / GWP ASSOCIATED PROGRAM

Dear Friends,
As you already know it, the International Network of Basin Organizations (INBO) and the Global Water Partnership (GWP) have initiated an "Associated Program" (AP) relative to the creation and development of basin organizations.
This "Associated Program" should contribute to achieving the objective of "Integrated Water Resource Management". The GWP fosters its promotion in all the regions of the world relying on the network of its "Regional Technical Advisory Councils" (RTACs) for this purpose.
The (INBO/GWP) "Associated Program" has four big objectives:
Twinning between existing basin organizations and those being set up,
· Mobilizing the professional expertise of the basin organizations to assist, in particular, with the implementation of institutional reforms, the initiating of pilot projects or with the creation of information or monitoring systems,
Ì The synthesis of available knowledge and know-how on river basin management and the training on best practices,
¹ The networking of water-related information and documentation systems - "AQUADOC-INTERNATIONAL".

At the global level, the "Associated Program" is conducted by a Coordination Committee, made up of representatives from INBO and its Regional Networks of Basin Organizations (LANBO + CEENBO), and from the GWP and its "Regional Technical Advisory Councils".
As concerns the large regions of the world, it has been agreed that the Latin-American Network of Basin Organizations (LANBO) or the Central and Eastern European Network of Basin Organizations (CEENBO) and the corresponding GWP's RTACs would jointly assume specific steering.
As regards technical aspects, you may rely on the Permanent Technical Secretariats of INBO in Paris and LANBO in Mexico (for Latin America) and on the GWP Secretariat in Stockholm.
The Brazilian Network of Basin Organizations (REBOB) will coordinate and assist the Brazilian members.
It is now essential that all organizations interested in integrated water resource management at the level of river basins get themselves mobilized to propose their projects related to the four objectives of the "Associated Program".
We aim to review your proposals, in order to present an operational program to the INBO General Assembly of Quebec (Quebec Province - Canada, on 28-30 May 2002) for approval.
It is well understood:
ä that the "Associated Program" has no credits by itself, but that the inclusion of your projects in this program should help in your requests for possible financing to the bi and multilateral cooperation agencies interested.
ä that the "Associated Program" is selective, as it does not aim to deal with all aspects of water resource management but only with the organization of river basins and is limited to the projects dealing with the four above mentioned objectives.
There might be a lot of other ways to deal efficiently with water management, but, in this case, the corresponding projects will then depend on other cooperation programs that may be also supported by GWP.
In particular, projects dealing with research on river basins or environmental public awareness will only be eligible in so far as they can be integrated as a component of more global projects or action plans.
The "Associated Program" is also open to all. Although it primarily addresses the member organizations or observers of INBO, LANDO or CEENBO, any other organization may present projects, when these projects deal with our four objectives … with the hope that this organization will think about joining our networks within the liberal framework defined by our new statutes.
It is obvious that there is no typical project model to be promoted. To the contrary, the "Associated Program" aims to foster all initiatives adapted to the widely different local, national or regional situations observed in the field.
At first, it might be only possible to identify the organizations that can be project executors and define the main lines of their future action plans. It should be kept in mind that the "Associated Program" is a priori a three-year plan and that effective actions could be gradually specified.
You will find herewith an indicative model for presenting your proposals.
Should you be interested in participating in this "INBO/GWP Associated Program", please send your proposals, whichever their level of definition, BEFORE 15 APRIL 2002, respectively to:
the Secretariat of the GWP "Regional Technical Advisory Council" of the geographical region to which you belong (see appended list),

It is recommended that your projects or action plans should not be too specific, but, on the contrary, they should be strongly representative with a multi-year prospect while contributing to regional integration in which they could serve as an example and be the basis for mobilization purpose.
All the members of INBO Liaison Bureau trust that you will all get mobilized towards the success of the Associated Program and better water resource management over the world.
