Developing and strengthening River Basin Organizations
SYNTHESIS
Draft
working document to be revised with LANBO, RTACs, & al.
As of 17th of August 2000
IWRM, Integrated Water Resources Management, is a global concept which purpose is to help in preparing and implementing economic and social development policies compatible with the water resources of the country and at the same time, preparing and implementing water policies compatible with the global objectives of the given country.
Among the tools available for this purpose, river basin organizations, when well conceived and managed, are one of the most efficient.
River Basin Organizations, RBOs, have been created since long ago in different parts of the world with different goals and structures : navigation, flood protection, electricity production. Only fairly recently, some of them have been created with IWRM in mind and some of the old ones have seen their goals expanded to face the new challenges.
A lot has still to be done to improve the efficiency of the existing RBOs and create new ones when needed. They all will have to evolve with time. INBO, International Network of Basin Organization, as a network of many of the existing RBOs, has been precisely set up to encourage cooperation between these organizations and help them progress through exchange of information and experiences. This is what they have been doing for the last years.
INBO, is a world wide network. But some of its members may wish to cooperate on a more regional basis. The Latin-American members decided to create their network, LANBO, but they still belong to INBO. This type of approach has been found interesting both by Asian and east European countries.
The cooperation takes place of course on a voluntary basis, and each of the members covers its own expenses. A tiny secretariat is based in Paris, France.
In the last years, and in relation to the activities of GWP, members of INBO and personalities active in the water field in many countries, found that the amount of experience and expertise assembled between INBO members could be used more proactively to help progress between members but also to help other countries widen the scope of existing institutions or create new ones, to manage in an integrated way rivers, lakes or aquifers. The gist of the proposed Associated Program is precisely to help on a broad basis the improvement and development of RBOs oriented truly to the implementation of IWRM policies.
As the financial status of the RBOs seldom allow them to spend money on outside cooperation activities, there is a need for donor money
The suggested activities fall into four different categories:
The total budget for 22 different operations within 5 years and 3 regions is US $ 3,201,000
That is to say an AVERAGE of US $ 145,000 per operation;
This activity is partly operational within INBO members, and when so, 100% funded by the twines.
The total budget for 20 different operations within 5 years and 3 regions is US $ 8,250,000
That is to say an AVERAGE of US $ 412,000 per operation;
This activity is partly operational (i.e. Aegean rivers basin, Sabarmati river basin, Irtysch river basin, etc.) and then 100% funded.
New development are opened (i.e. Vistula river basin, Rio San Juan & Rio Coco river basin).
The total budget for 15 different operations within 5 years and 3 regions is US $ 1,320,000
That is to say an AVERAGE of US $ 88,000 per operation;
This activity is not yet operational.
The total budget for 16 different operations within 5 years and 3 regions is US $ 3,197,000
That is to say an AVERAGE of US $ 199,000 per operation.
This activity is partly operational: the Central unit (1/2 of the total budget) is 100% funded. Sums are already raised to begin in Poland, Czech Republic, Rumania, Hungary and Brazil.
